When I load a backup, will it also load any and all settings?

And if I do a individual application back up (by clicking "advanced" in the back up/restore menu) it will only load the files/settings...

What are the differences here?

I assume that a Backup just creates a file that sits in your compueter to restore apps/information if needed later on, but does synchronizing do the same thing, but...
