I missed the very obvious: It was a setting on the device that allows for synchronisation to occur from the device...

I'm by no means an expert, but I saw a post elsewhere that to have deleting from exchange / outlook synchronise through to a handheld device is accomplished by having 'Hard Deletes Reconciliation'...

Hmm... I didn't actually use the same hostname to be honest which I did in fact realise someway into the new install (and subsequently its probably not entirely a true knife edge cutover is it?)...
