What is the "HHCodePackage"?
Why the BES cannot get the package from the handheld?

The Policy log is telling you that there is no state info for the specified PIN number, hence the failure.

Have the user backup device data using desktop manager, then wipe the handheld. Meanwhile remove the user, re-add and re-activate the BlackBerry device. Then push again.
