if its listed as requied when you delete it the app. gets pushed to the handheld because its "required"

Default Software configuration preventing applications from being removed from the device

I've created a Software Configuration and assigned it to myself. The configuration only mentions 2 pieces of software and has one listed as required and the other listed as optional. Yes, I understand that. What I don't understand is why I can't delete an application that isn't mentioned at all in the software configuration.
