Enterprise Activation help

I'm having a problem completeing enterprise activation. When the user types their user name and password (sent to them from the BES) the screen says it's activating but nothing is happening. This particular blackberry was previously used by two people. The transition between these previous users seemed to go fine as I recall.
I'm seeing this error in MAGT log:

It looks like this user's mailbox can’t be opened for some reason. I’m not really sure. As I mentioned, I didn’t run into this problem at all, however, when switching between the two previous user of this same handheld.
Based on the above log snippet can anyone think of what the problem might be?
