When people activate their BlackBerry on a corporate data plan (BES), the company pushes something called an IT Policy onto everyone's device. That IT Policy allows or disallows features of your BlackBerry. Some policies prevent users from setting up personal email accounts, while others completely block the internet browser. Whatever the company wants to restrict, they do it with an IT Policy. As long as you're using the company data connection they have the right to dictate how you use your BlackBerry, even if you provided the BlackBerry itself, out of your own pocket.

When you leave the corporate network, the IT Policy stays on your device and continues to restrict features. To remove one, just follow the link in my previous post. A lot of folks sell used BlackBerrys but forget to tell the new owner that there is an old IT Policy on the device.

It sounds like you don't have a BLACKBERRY DATA PLAN correctly setup. Contact your carrier to have them set up the correct data plan.

Follow these steps to see if there's an active IT Policy on the Blackberry:

Go to Options->Security Options->General Settings
Scroll down to the bottom of the screen and see if there's anything next to IT Policy Name

If yes, what does it say by your signal strength meter? EDGE, edge, GPRS, gprs, GSM?
