When I upgraded using the apploader only, I had several conflicts including this issue.
I used BBSAK to do a low level wipe and a fresh install using the DM. I also didn't reimport the settings, just my phone contacts and BB messenger contacts. I manually reset all my favorite settings. I reinstalled all third party apps individually OTA. It's a little tedious but worth the effort.
My friend made the same complaint and after using my method his VZ Access Manager works.
