[Curve 8900]opera mini cannot use WIFI, say 'IT policy not allowed'

Phone device:Blackberry curve 8900
OS: 4.6.1.250 / 4.6.1.298 (now)
Application: Opera 4.2 international edition
IT Policy: I'm in China, haven't join any BES/BIS service, the IT policy is turn off

Problem: If turn on firewall, opera mini can use EDGE, but cannot use WIFI, say :

My Action:

follow the instruction(Method 3---solution 3) to reset my BB to factory.

1. First time, After reset to factory, turn off "mobile network", turn on WIFI, then active opera mini,
------- The WIFI works fine,
------- but the EDGE cannot work(say IT policy not allowed).


2. Second time, After reset to factory, turn on"mobile network", turn off WIFI, then active opera mini,

------- The EDGE works fine,
------- but the WIFI cannot work(say IT policy not allowed).

Tech Material:
After google, someone comment that: active the "AllowSplitPipeConnection" in IT policy, can solve the problem.
But the policy is inactive by default for security concern,which defined in <IT POLICY Document>

Enabling split pipe connections presents a security issue because, when enabled, applications can surreptitiously collect data from inside the firewall and send it outside the firewall without any auditing.
By default, if no setting is specified for this item, split pipe connections are disabled on the handheld.

Help: How to solve the abnormal? How to make the opera mini works safe on WIFI? Thanks.

The device was previously activated on a BES, most likely from the previous owner of the device.
You need to remove the IT Policy if you want functionality to be restored.

Download and install JL_cmder. Run it and use the ''resettofactory" option.

I have followed the instruction(Method 3---solution 3) to reset my BB to factory. but cannot fix the problem.

To remove the IT Policy using Loader.exe, please perform the following:

Connect the BlackBerry smartphone to the PC computer.
Open Start -> Programs -> Accessories -> Command Prompt.
Navigate to C:\Program Files\Common Files\Research In Motion\Apploader.
For computer using a 64 Bit version fo Microsoft Windows please navigate to:
C:\Program Files (x86)\Common Files\Research In Motion\Apploader
Type loader.exe /resettofactory.

Loader.exe is not what you need to use. I said you should use JL_cmder. (javaloader)

follow your instruction, have resettofactory again, but it no use. .......confused....

Are you sure that the BlackBerry PIN was actually removed from the BES? It sounds like the IT policy keeps getting pushed to the BlackBerry after you reset the device.

Thanks,but There are not any BES/BIS service in China, my BB8900 is just in common mobile network.
