Default Failed Activation - What to try now?

We've got a BES 4 Server running SP1 and the latest hotfixes for SP1.
We were told not to use SP2 as there were issues and we're not ready to try SP3 yet.
Were on the Vodafone network here in the UK.

We also had 25 7290's that needed to be added to the system.
The majority of these have been going through fine.
We've basically been doing:

Add user to BES and assign activation password
Switch on Blackberry
Switch on Wireless
Once GPRS is displayed hit Enterprise Activation
Enter e-mail address and password
Wait - Job done

Was doing the CEO's this morning and it seemed to hang at 98%.
Went away for lunch and the following message was displayed on the Blackberry:

Process
net_rim_bb_phone_app(37)
Killed due to message queue overflow

The whole device appeared to be locked, none of the buttons would do anything.
We removed the battery and the device rebooted.
It now doesn't change to GPRS - where these letters were it now only says SOS (so it's only allowing me to make emergency calls so cannot restart activation).

Am I going to have to try and activate this one via USB cable rather than through the air?
Is the fact it now seems locked down to SOS calls only mean I'm going to have to speak to Vodafone to get things unlocked?
It's not a bad signal, we see full strength on each of the handsets.

Default you may like to try this...

have the device run the application loader process so that you can perform a security wipe. Then connect to Desktop Manager in user's PC to send in the services via your LAN - I always preferred this method as it is...

(1) faster
(2) cheaper (not using wireless network)

Sounds like an issue with the SIM card. Try taking out the battery and the SIM card and reinserting the SIM card. I've had a similar situation happen to a number of my devices and this seems to do the trick 70% of the time. If you can't get the device to switch to uppercase GPRS then you are going to have trouble doing any sort of data work at all on it.
