Calling Issues

hey guys, ive got a slight problem with my 8100.. i just updated my OS to 4.5.0.99 and now when i try to make a call from my address book or recently called list the phone inserts +1 before the number (i.e. instead of being 021949856 it is +1021949856).. this leads to me being told by my carrier that the number is invalid.. so im wondering if anyone else has had this problem and if anyone knows how to fix it? is there some setting i can change?
