Yes. Your phone will ring as normal and your tethering session will resume after the call completes.

If you're hooked up on vpn while tethered, would the vpn connection terminate if I answer a call?

If you are actively communicating with data the call will go straight to voicemail with no alert. The connection will not always auto reconnect and that can kill the connection via VPN depending on the server configuration. I use it all the time and have had little issue.
