Default Wireless Activation

Quick intro:
I am new to the whole BES Admin role. I have just been given 5 BBs (7230) and the BES software and told to get on with it.

Installed the software on Windows 2000 pointing to an Exchange 5.5 server. Database installed as SQL 2000 DB. Opened the firewall to let the required protocols out. Imported the users from Exchange. Now I can't provision the handhelds properly. When I assign a handheld to a user I get the message:
"An error occurred while assigning the handheld to the user.

The user is not yet known to the BlackBerry Agent... (16)"

Now I saw the message about waiting. Even after 3 days the user is still not known. Now I may have missed a step in the setup since I never did this before and the documentation is less than easy to follow...

Can anyone help?

That's a bit odd. I take it this is a version 4.0 BES?? Also, is the BES entirely installed on one machine, or do you have certain elements running on different machines?? If this is a version 4.0 BES have you tried provisioning the device by plugging it directly in to the server and assigning it to a user?

How exactly are you provisioning the device for the user? Step through from the point you add them to your BES.

I noticed you didn't mention delegating Exchange View Only Aministrator rights for the besadmin account to your Exchange environment. Have you done that?

Same problem - Exchange 5.5 sp4 on Windows 2000 server
BBES 4.0.2.8 on Windows 2000 server
All connectivity between Exchange and BBES is fine - BESAdmin has rights in Exchange and on BBES Server. I can add users from the GAL, etc.
Handheld is connected directly to the BBES which houses everything - BB Router, Attachment Service, etc.

Via Handheld Config Console under Ports, highlighted user then selected Provision Handheld from bottom pane. Get same message as Mr. Smith -
"An error occurred while assigning the handheld to the user.
The user is not yet known to the BlackBerry Agent... (16)"

Via Handheld Config Console under Handhelds, highlighted user then selected Assign Handheld to User from bottom pane. Get same error message...

Also tried wireless activation to no avail twice.
Have deleted and re-added the user after each failed wireless activation...

According to the official troubleshooting guide, the solution is "try again in a few minutes" and the cause is usually the services are still starting on the BES or it is not yet ready. I'd check and make sure all the services were up and running.

I uninstalled and reinstalled BBES 4.0.2 and it started working immediately. Didn't blow anything away on the server after the uninstall except renamed the Research in Motion folder. Didn't touch SQL MSDE...
As soon as the reinstall was complete, activation was instant.
