What's complicated?...how MMS messages are sent and received . . . but the fact is that one does not need a data plan to be able to use MMS messaging so long as the device is MMS-enabled . . .
MMS is a standard for telephony messaging systems that allows sending messages that include multimedia objects (images, audio, video, rich text) and not just text as in Short Message Service (SMS).
MMS-enabled mobile phones enable subscribers to compose and send messages with one or more multimedia parts. However, sender and reciever must have mobile devices that conform to the MMS Standards.
