OK, after assigning Local Security Policy permissions to the BlackBerry Enterprise Server service account besadmin, then installed the update without any problem. Now I can add more than 15 users.

Just as an update... we went ahead and upgraded from our Small Business to the Full Enterprise version. $2799 and entering the licensing key later we have access to unlimited users and the 5 CAL's that came with it.

Easiest upgrade I've ever done.
