I've seen a couple threads about people running 4.5 betas and I've installed one myself but I haven't seen any information of when we can expect a released version.

I understand the carriers can delay releases themselves, but it doesn't look like the carriers have it yet either right?

Carriers have it.
It's not yet been finalized/approved for release by any of them yet.

It'll be released when it's released. That's about as good an estimate as any other you'll get.
