You can take your phone to another GSM network. If you're on Cingular, and your contract expires, you can take the phone to T-Mo, get a new SIM and you're all set!

File Transfer has nothing to do with unlocking a phone. Unlocking allows you to use the phone with another carrier. That's it. The functionality is not changed at all.
