Who is your carrier? What data plan are you on with them? Have you asked them this since presumably they should know?

as long as both sender and receiver are on BB data plan, THEY ARE FREE AND NO LIMIT AND NOT PART OF YOUR MONTHLY LIMIT -

Pin to Pin messages are sent over the RIM data network and as such are considered blackberry data, and are computed in the monthly Data summary. If you have a limited on your BB data plan, they will count against that data. If you have a truly unlimited ( Not Rogers) BB plan, then there's no need to worry.
