Is there more log ?
Because the last lines:

(12/04 11:28:42:317):{main} [org.apache.coyote.http11.Http11Protocol] [INFO] Starting Coyote HTTP/1.1 on http-BBS.chcc.org%2F10.0.0.117-18180
(12/04 11:28:42:349):{main} [org.apache.coyote.http11.Http11Protocol] [INFO] Starting Coyote HTTP/1.1 on http-BBS.chcc.org%2F10.0.0.117-443

this is the start of the BAS admin console web-server.
But, what happend later ?

have you tried both the SSL(443) and the non-ssl port (18180) ?
is the service running ?

it might take minutes until the service is really ready for access.
Newer versions of BES (5.0.3?) have an automatic message which tells you to be patient.

No sadly that is the entire log. All the Blackberry services are running and when I launch task manager to see the memory usage on the BAS-AS.exe its only at 587,216k. so its not even reaching 600mb. I just tried the suggested port :18180 and i was able to successfully display the page. So i should download and install 5.0.3?

Is another process listening on port 443 ?

or, if you dont know, try to use a different port.
see:
KB18175-BlackBerry Administration Service console is not accessible due to a port conflict with other software

dont know if I should recommend to update to 5.0.3. Maybe, better not, because currently everything runs, and you are able to use it. But upgrading something which is partially broken seems not a good advice, unless there is a KB at RIM which knows about this problem and recommends an upgrade to a 5.0.3

Just as a side-note: If a consultancy company has upgraded your BES and after that you can't login to BAS, they should

A) have tested everything after the uprade and thus should have found this issue.

B) have fixed this issue themselves.

@ freakinvibe I completely agree with you. But my boss doesn't she was willing to have the consulting company call BB Tech Support and have them charge our CC for the support call. I'm like WTH so I'm trying to convince them to buy a support contract so i can get some sort of training.
