Okay, so who here suspects that your hourly employees are circumventing the system and autoforwarding corp email to a personal account and using that on their devices? Whether that device is a blackberry, iphone, wm, or droid.

Exchange has a setting preventing bulk forwards.

Other than that, you can audit the mail servers outbound log for forwarded mail.
