email setting menu disapear (lost)

some of my friends complaint that their lost email setting menu.
in some case, if i try simcard A (BIS enable) to their device, email setting lost but if I insert simcard B (BIS enable, same operator with Simcard A ) to the same device, email setting appear.
Is this service book problem or simcard problem?
