Default Enterprise Messenger push works for some, not for most

We’re running BES 4.1.6.22 for Exchange, with the latest device.xml and vendor.xml files downloaded from RIM.

I’ve created a couple of software configuration packages for Enterprise Messenger versions 2.1.1.9 and 2.5.20. They are configured for wireless delivery with the policy set to optional. Both packages have been pushed out from the BES, but the push has been successful for only a handful of devices. The BlackBerry and OS version of the device is not the deciding factor for whether the push is successful or not.

Any ideas on what is going wrong here and what to do about it?

Here is an excerpt from the policy log for one of the going-nowhere pushes:

We've got the same issue with BES 4.1.6mr5 for GroupWise. Once we started seeing 4.7 and higher devices our existing client would no longer push. I put the 2.2 on and Storms would get it but nothing else. 2.5 won't push for anything. I guess I should just open an incident on it.

Hey raindownsugar. It's good to know that I'm not the only one experiencing this. When I tried searching this on the forum, I saw some folks had similar symptoms, but only one post that mentioned the "RequestHandler::PollForMissingApps: Completed Poll For Missing Apps, elapsed time" log error. Of course, that one post never got a response.

Is your policy log error identical?

I've had an open case with RIM for the last week. They're still trying to make a determination as to what is up.
