The device's PIN/IMEI probably has a BIS account associated with it.
A wipe and/or SIM card change will not get rid of the BIS account.
Go into Options > Advanced Options > Service Book on the handheld and look for the emailaddress [CMIME] service books and delete them.
(Don't delete the Dekstop [] service books... those are BES.)
They'll likely come back so you'll need to delete the actual BIS account as well. It might take a call to the carrier to do that.
You can block incoming BIS messages via IT Policy setting if you want, but that's only a band-aid to the problem. You want to fix the problem.
