Better yet, don't sink any ships, or do anything which would kill the hostages. Rather, announce that starting right now, they have 72 hours to release all ships and hostages, and if they don't - or the next time they attempt to take another ship hostage, we'll send in guided missile cruisers and bomb them, their palatial mansions and luxury cars, and their families - back into the stone age.
Another idea - I've read that the ships that have responded represent crews of thousands of soldiers. Fly one SEAL team, or one Ranger team by helicopter onto each ship that's transiting the area. Fly them off when the ship's out of the large area in which they operate, and fly them to the next ship. I bet that wouldn't take over a couple thousand troops, and there's a large number of countries who would likely be willing to participate and provide troops. Once they sink a couple dozen of the pirates attack skiffs and kill all on board, maybe they'll start having second thoughts.
