No, as per my post that you quoted from.
If the user has an emergency, they will still be able to call 911, plain and simple. If they are four sheets to the wind, and they can't handle unlocking the application, then likely they also will be incoherent to the 911 operator. Maybe cell tower triangulation would be useful at least.
Initially, I didn't think much of this application; but I can see it's merits. However, I would still lock out 911, worst idea ever or not.
