Default New BB enterprise activates itself?

A user is getting a new Blackberry. We inserted his SIM card from the old BB to the new one and then turned on the new BB. Something strange happened - the new Blackberry automatically enterprise activates itself. What's the problem?

it did it automatically? without running the desktop manager to start the set up on the new one? that's cool if it would do it all the time. it would save me some time with all my users..

If it is running off a BES, that makes sense that it tries to pull all the security policies and everything from the server if it's already got part of the information from the old SIM.

As takeshi said, this is a problem? O.o
