Folder will not sync

I have a user who's Memo/Notes folder will not sync, period. I've done just about everything including
1) Toggle wireless sync on/off both globally and on the notes folder.
2) Reactivated
3) Deleted from BES and reactivated
4) Deleted all the notes, added a test note.
Is it possible that there is something in the notes folder of his mailbox that BES cannot understand and doesn't sync the folder?
