That's 1/2 correct. Google Maps will triangulate if GPS is not available. If GPS is available it will use the GPS receiver. In any case, Google Maps isn't a good test.

Generally in troubleshooting you want to rule out additional variables. If you want to see if your GPS receiver is working properly then go to Options->Advanced Options->GPS and choose Refresh GPS.

No, it's not pointless. It doesn't work indoors for the same reason your Dish Network or DirectTV dish (or sat phone) doesn't work indoors.
