Exceed Licenses on the BES

Hello All,
I recently joined a company and I am managing there BES. I just added myself to the BES and noticed the below message:
You have exceeded the number of users associated with your license.
Contact support to receive additional license information
I hit continue and everything seems to be ok. I can activate the phone and proceed to receive emails. I am not sure how compliant this company is, but I was wondering are there any reason for me to be concerned of if I don't purchase additional licenses?
I am going to take this to my manager but just in case he asks me any questions like that I want to have an answer. I am a big fan of being compliant and want to know if there is any negative impact on the devices, like deactivation, BES meltdown, services stopping, etc... that would occur.
