I had the same issue accessing the BIS through a PC, when I changed the protocol settings in my Hotmail account through the BIS (that also does not work as it should either). I played around with it for a while but could not log in. I closed the browser, re-opened it and was able to login, finally. It's something with the BIS...some sort of bug perhaps.
