OK, someone sugegsted me to post here.

We are running Blackberry Profesional Software 4.1 on SBS 2003. When users try to activate, they receive ETP.dat, but get Server is not responding. Here are the ETP.DAT. Any suggestions?

This message is used to carry data between the BlackBerry handheld and an associated server. Please do not delete, move or respond to this message - it will be processed by the server.

So, the activation message with ETP.DAT attachment reaches the user's mailbox... but then just sits there?

If so, then this could be indicative of a permissions problem with the BES service account.
Look through KB article as well as all of the relevant KB articles linked to within:

Double check the permissions. They are setup correctly. However, when Icheck teh log, I found this error: Error calling host "srp.us.blackberry.net" [206.51.26.33] as shown below.

What's the status of the SRP on your BPS server? Does it show as Connected?
Are you sure that your BPS server is able to communicate with RIM's infrastructure on TCP port 3101?

The post above suggests that outbound traffic on TCP 3101 is currently blocked.
