Starting to come back to normal data speed on ATT/Tmo in DC now. Never lost connection completely but was receiving data very slowly. 3rd party apps requesting BIS access were not able to connect, but email and PIN messaging works fine.
In Montreal, Canada, on Telus, 20 minute delay.. But I can't send my Service Books nor add any new accounts (stupid me deleted my main account before realizing BIS was down).

Did you perform a battery pull? I thought the same thing. I removed the battery, and put the battery back in place, and the device began receiving e-mail from BIS. BES e-mail was not affected during the outage.
