I have discovered that no matter what the profile, if I set "Phone" to the "Vibrate+Tone" option, it actually only vibrates. The tone works fine in Tone only mode, and vibration works fine in Vibrate only mode. I have an active tone set for this option, with Volume set to High.

Is this a glitch in my phone, a glitch in all 7130c models, or am I just missing something obvious?

hmm, it's gotta be a glitch. Obviously both work well independently of each other. Try it again, and let it sit, untouched and undisturbed, for 30 seconds AFTER the vibration. See if the tone comes. The "vibrate+tone" option is just in that order, it vibrates twice and then sounds the tone. The Vibration and tone do NOT occur simultaneously.

I have the 7130c and I have my phone setting on vibrate+tone and it vibrates first and then the tone occurs. Like JSanders said, it does not do both at the same time.

I agree, this is correct.

Now a better question however, has anyone come up with a way to make the 7130 series do both at the same time like many other cellphones?

Many "other" cellphones might do so, but BlackBerrys do not. I have not heard of a work around, it is what it is, no biggie.

Ah, yes, the infamous "no biggie" quote again. It's a biggie for me as a walker, I would love to have both, since I walk with headphones. Sometimes I feel the vibrate, sometimes I hear the tone. The volume is not that loud, compared to "cellphone" volumes I've had. It would be nice to have both.

Actually, you must not have read my second post - I was in agreement with the poster you responded to. I assume, on the flipside, that there are other items that are no biggie to me either, like HTML, that may be substantial to you.

Cool, so your original issue is solved...you do get a vibrate followed by the tone, when you earlier thought you were not? It seems volume as well as might be a problem, if you need louder ringtones, there are a few posts on here where some helpful users have loaded some...
