Just speculating, but if I'm a big company and have to choose, I'll choose to frustrate the VERY few of us who care about updates, than the many who aren't nearly as tech-oriented, have to deal with a potentially buggy OS, and only know that it simply "doesn't work". We're willing to deal with bugs. Cingular isn't willing to deal with the rediculous amounts of bug-ridden OS complaints from "normal" customers and businesses. Read another thread about the bugs and you'll see that, for example, Telstra (.371) is far from perfect.
Like the others said above, if you're on this site, you're already one step closer to getting the lasted world-released OS. The folks on here that are WAY smarter than the rest of us give us very detailed instructions so we don't have to worry about screwing up our handhelds, and also don't have to wait for Cingular to take care of making the update available.
Why the frustration? You have very viable options, without Cingular having to move as fast as you'd like.
Now, on the BIS, that IS frustrating, because we don't have much of an option until they get their ish together.
