Angry BES Domino pending emails issue

I am running lotus traveller and BES 5.0.3 on a same lotus Domino 8.5.2(secondary) machine containing 6 GB Ram.
There are 75 BES users and 10 to 12 Traveller users. Outgoing Emails from BES travel to a primary
Domino server and then from there they route for their destinations.
Now problem we are facing is that every now and then there is a delay in outgoing and incoming emails
when we check BES server status using 'Show Tasks'command, it shows a lot of pending and queued emails
like 150 or more. Internet keeps working during this period and I can telnet RIM srp through port 3101.
Primary domino server also keeps connected and cane be replicated.
Usually upon machine restart these emails start routing and pending count decreases.
I was reading in following IBM site

that outgoing BES emails are routed through Domino Router task, but even when there
are a lot of pending and queued emails, I can't see them in mail.box.

Can anyone explain the reason and Where can I find pending/queued emails???
One other thing, which I can see in the event viewer is that it cant write in the databse as it would exceed the limit. Though quotas
are defined but any action is not enforced and emails keep coming in the same nsf files.
