Yes but it is not instant. I typically clear out my Gmail from the web at night, and by the time I get up the next morning it's gone. I think it's every 4 hours.

Ideally, I would like to move to the cloud, and it would be handy to have all the data synced periodically with Outlook too, if only as a backup.

Yes, when Wireless Sync is enabled you will not be able to sync via the desktop manager, unless you disable the wireless sync, but when you re-enable the wireless sync any changes to the device will be reverted so it matches GMail.
Tasks and Notes, no not yet but I hope soon
I've been syncing my contacts with Gmail for a while, and the BB just reads the BIS configuration and re-downloads your contacts from GMail, no need to restore them after an OS upgrade or getting a new device.
Make sure you take a backup of everything first before you turn it on, for just in case purposes. I had to try the Contact sync twice before it worked correctly.
