BPS Install gone bad

Ok, we recently bought BPS with 5 client cals.
Server Details:
Windows Server 2003 std SP2
Exchange Server 2003 std SP2
Blackberry Professional Software 4.1.4.3
MS Sql 2005 Express
Issues:
When adding new users to BPS, I add the user and set the activation password but when I go to activate the device wirelessly it times out. The user does receive the message in their inbox from RIM but the server is not processing it. I have gone through all the install guides and checked my BESAdmin account security multiple times. I am not receiving any errors or warnings in the application log except "User is not started".

If you enable a Device using USB, will that work ?
How do you receive your mail on this server ?
How ist outlook setup - are you sure, your mail goes into the mailbox of the user, and, not into a local pst file ?
For testing, if outlook itself is the problem, close outlook and try to activate again.
If you go into the active Directory users an computers console,
under "view", check view advanced options,
then, right click on some user which cant activate, properties, security, advanced, effective permissions,
click on the buttton on the rght, choose your besadmin users,
now, in the lower part of the window, you see a ton of possible permissions,
I cant list everything here, but, most of them should be checked, especially "send as" and "receive as".
From what you see in the list, do you think there is something important missing regarding the permissions ?

It's staying in the users mailbox but I will have them close outlook and try the activation anyways.

I think the permissions are fine, I'm just not sure what is going on with the activation.

I've heard of that error when the individual didn't have BES services on their account. make sure their setup for it through the phone company.

If they didn't have BES on their account wouldn't it not send the activation email to their corp exchange mailbox??

Even on BIS the etp.dat message will be sent to BES/BPS server.
You will not be able to activate with BIS dataplan. You need a BES dataplan.

If enabling using USB using the Blackberry Desktop manager works, but you receive no mail afterwards when on wireless, chances are good you dont have a BES plan.

Ok just got of the phone with verizon the plan is in fact setup for BES, now for a usb activation do I use the desktop manager on the client pc or the BES Server?

Install the desktop manager, and, when asked, how the blackberry will be synced answer Integrate with enterprise email/BES

OK I just plugged the phone into the server and tried to assign the device, upon doing so I received the following message.
An error occurred while assigning the device to the user.
The user is not yet known to the BlackBerry Agent.
It can take several minutes for a newly added user to be fully
initialized by the server before they can be provisioned. (16)
This user has been on the BES for about 6 hours.

ok found new warning messages in Application log that I didn't see before.
1 user(s) failed to initialize
RPC command Failed - no connection to BES agent

ok, found some security that didn't populate down to the mailbox store. I was able to assign the device I will check the status in the morning.

Just to close this discussion the permissions fixed the issues, they were not populating down from the server, under system manager, to the mailboxes.
I went in and set all security to replace child security. Everything is working great now.
