UK BlackBerry HSDPA Question

I had a BlackBerry Bold for about a year then switched to a Curve 8520, mainly because of it's lack of HSDPA performance...
When i used it for mobile purposes (Viigo, mobile browsing, app world etc) i was getting nowhere near 3.6Mbps, hell i would even get 512k! The best my Bold would ever do, even tested it in a City (like Edinburgh or Glasgow) i would get absolutely no more than UMTS 384Kbps speeds... Multiple depressing runs on the Speedtest App confirmed that...
HOWEVER if using the Bold as a tethered modem, i went on Speedtest.net on my netbook an found it reached 992kbps or as near as makes no difference 1Mbps download speed.
What i want to know is this - is HSDPA download speeds limited to Tethered use only or can it be utilized for mobile use as mentioned above? If so then how?!?
That was one of the major influences in making a switch to an GPRS/EDGE device
