Default What's the difference between "Off" and "Off when roaming"?

Hi,
I have been reading around, but this still kills me! i have no idea what the difference is between "Off" and "Off when roaming" for the data services.
does Off when roaming mean you don't pay for anything? just your monthly bill with the deal you got for internet or what?
I really don't get it.

Off means the data services don't work at all
Off when roaming means that your data doesn't work when you are roaming

OFF = data services do not work.
OFF WHEN ROAMING = Data services will be turned off when ROAMING

ROAMING = using a network when in a different country with your original SIM card.

Off when Roaming was introduced as an option to try and limit data charges when people travel. Many forget to turn data off, and incur large charges (depending on network).

This option allows you or your BES Admin to effectively turn data off whenever the BB connects to something that is not your home network, and therefore avoid any potential data charges.
