Default BIS Service books not wanting to get DL'd on Curve!

I have a Blackberry Curve 8310 here that will absolutely not accept the service books. I've tried resending them myself from the bis.na.blackberry.com site, as well as having the carrier send them. ATT says that they can show the SB's get sent, but that they are getting refused by the device.

I've tried wiping the device multiple times, i've tried reinstalling the OS multiple times.. When either myself or the carrier sends them, I can see the arrows appear, but nothing!

The end user has a @ymail.com account attached to her BIS account and at one point she had the Ymail icon on the BB.

Resending the service books should get that icon to reappear but it doesnt.

I called ATT Premier and got on the line with their data tech and tried to remove the PIN # and attach her BIS account to another PIN # and apparently ATT says the site is refusing to update the PIN. They suggest I call RIM..

wtf? Anyone else seen this before? The end user has the BES data plan, and it has worked in the past. It worked prior to me wiping her BB originally (which was required to move between 2 BES' on diff databases), since being setup on the new BES, nada.. wont work. Tried reactivating her on the old BES and same thing.

about ready to pull my last remaining hair out.

Check the IT Policy on the device, specifically this policy setting:

Service Exclusivity Policy Group > Allow Other Message Services = ??

Wow, fixed it.

Apparently the data techs at ATT can use a tool called the "Blackberry Provisioning tool" that switches the data plan from a BES data plan to a BES+ data plan.

Once the ATT tech switched it to BES+ and resent the service books, instantly the icon appeared and so did the end users mail.
