Orange ONLY - Sending MMS messages

Im on ORANGE with a pay monthly contract.
I had a nightmare getting phone set up done ( over an hour of calls on call centre !)
Anyway i could not send any MMS messages unless i bought a application bundle /connect to internet etc for just under �5 a month?
Why is this ? in other words on top of my monthly contract if i want to send a picture message i need to buy this.
I dont bother with internet but they said i could go on it as much as i want for free.
Any other ORANGE customers know about this???
