Generally no but you might search Appworld for an application that limits text. I have never seen one though.

I haven't seen an app either. But bears a carefull look. Appworld's search function is ridiculously limited, though. You may need to search the categories area, manually.

Most carriers also have a monthly add-on called "call manager" and I remember reading about making an "allowable" list of numbers you can call. Also certain time of day calling limits you can set.

I would call your carrier and ask them. (*611 - free call)
