That link takes you to the RIM website that allows you to set up email accounts that will push messages to your Blackberry - and yes - this is the interface to BIS.
You don't need a 3rd party email client to pull in your personal mail - BIS does this and it does exactly what you ask about - you set up a personal email account there, give the BIS server the information it needs to log into to your personal email account and check for new mail. Once set up if the BIS server finds new mail it pushes it to your phone.
If you are on BES though this functionality may be blocked by an IT policy. If so, there are some 3rd party apps that will still allow you to check personal email accounts but they don't push email to your phone. I use Tiggit mail for this even though I have BIS - I just don't want all my email accounts to push to my phone as some get way too much spam.
