Other than entering your PIN and IMEI on the website, had you notified SingTel about the PIN and IMEI? I would try calling them to verify that they're aware of this, and also ask if they can determine if the phone is shown as "locked" to T-Mobile still. You also want to be certain, for example, that the PIN wasn't somehow listed at RIM as belonging to a stolen device.
My guess is, that once you've made sure the number isn't locked or blacklisted, and once you've verified that Singtel has your PIN and IMEI associated with your account -- AND the account is properly provisioned for BIS and Internet support, you'll be fine. After you've done all this, I'd see what version of the OS you have loaded. My recommendation would be to locate a copy of 4.6.1.250 and load that up. In my opinion, it's the best of the production level OS's available for the 8900 as of today (some prefer 231, but I like 250!).
