As stated earlier, BlackBerry maps is disabled by AT&T and there is no way around it. You can, however, install Google Maps and use that without issue. Note, though, that you can access BlackBerry Maps from other applications, such as BlackBerry Messenger, Poynt, etc. You just can't access it directly (from its own icon).
And BlackBerry app store is
not the same thing as AppWorld. The app store is a rarely used, and carrier specific, application store. The idea behind it is that carriers can authorize applications that you can then buy and/or download. It does not appear to be enabled on the 9700, and I don't believe it was ever enabled on any previous AT&T device either. You aren't missing anything by not having access to it.
What you want is AppWorld. AppWorld must be downloaded to the device manually. From your BlackBerry browser, go to
http://www.blackberry.com/appworld. Additionally, you can go to the same address on your computer for more information.
