I think - and I'm not sure but I was involved in pushing this to over 300 users -- the 198 who do not require patch show also no device info - the BES needs to be able to tell what kindof device and the HH os version etc... I had about 30 with the same message and had to do them by hand. If you look up the users in the BES can you see what model device they have? For me the 30 that didn't get the patch were mostly people who for some reason Enterprise Activation never finished - since the device worked fine we didn't worry about it cause there didn't seem to be any issues

Why do 198 of your users have no device info? Are they blackberry connect users or something?

no need to security wipe. Just set a new activation password and have the users go to Options > Advance Options > Enterprise Activation, enter their email and the password you set

Another option that has been floating around the forums that you can try for a user is to clear the PIM sync backup info (from the bes) and that will kick off part of the EA again (the slow sync) and may then bring over the device info. However, I'm not sure if the user will see the slow sync on their handheld or not if you try this...so i'd say try it for one, requires no user intervention and may help resolve the issue.

Default Wireless activation

i got the same output when i ran the query tool on about 9 of my users and found that all of them had not been activated wireless (they had no activation password set).

once i set a activation password, wiped hand held and reactivated it finally updated.
