Default How are my users getting their mail w/o activation

I keep finding employees buying their own blackberry devices and setting up their corporate email address onto them. How does BIS allow the blackberry to get the mail like it was on a BES? Does it "read" our OWA site?

How can I block it, if its even possible.

Yeah, OWA. They will only get mail, not calendar/contacts/etc.
