Blackberry will not sync messages before the activation date

Currently there is a user who is experiencing an issue where email messages before a certain date stopped syncing. Messages after that date are coming through.
I tried to sync his email with the desktop manager but that didn't work. I then wiped the device and then I went through the steps to activate with our BES. That was successful. Now only messages after the time I activated the phone are coming through.
The calendar and contacts are ok. I also resent the Service Book.
