Are you indoors? GPS needs to be able to "see" multiple satellites in order to get a position. The GPS in the Storm *can* work indoors, but I would never just expect it to. Also, my experience with GPS in general suggests that it is more likely to be able to maintain a position if it obtained it while you were outside, than it is to be able to calculate your position if the GPS isn't turned on until you're already indoors.
It sounds to me, from what you said, like you're trying to use it indoors and it can't get a GPS position, so it's using cell tower triangulation.
Even being outdoors is no guarantee of getting a position. I have 3 Garmin GPSs and they all occasionally lose position or can't get a fix, even when I'm outside - depending on conditions like atmosphere, trees, tall buildings, nearby mountains, etc..
