Password Policy: phone exception?

I'm pretty new to BES, so please excuse my newbie ignorance, as appropriate.
;)
We're using BES for Exchange and recently implemented a password policy with a 60 minute timeout to relock the devices. Negative feedback from the end users was typical for the organization: only a few complained about the policy, but they complained loudly.
In particular, we had multiple complaints regarding having to enter a password in order to receive incoming calls. I found the policy change to make an exception for outbound calls, but didn't find anything related to inbound calls.
Is there an easy (or at least effective!) way to implement a security policy that protects the potentially sensitive data that is being stored on the handheld, while NOT requiring a password for phone use, particularly incoming calls?
