MDS Disabled; IPPP/BrowserConfig Service Books still delivers

Does anyone know of a way to configure the BES to NOT send the IPPP and BrowserConfig Desktop service books when MDS is Disabled at the server level. The Windows service is running still, but we have it disabled within the application. I've read that the service book will still send, and thus the user gets the non-functioning BlackBerry Browser. I can have them manually delete the IPPP service book (which will, in turn, delete the BrowserConfig book), but I'm curious why there's no way that I can apparently disable the sending of these service books.
